Qvest, Ateme and Scaleway have joined forces to provide broadcasters, media organisations and sports rights holders with production-ready sovereign OTT platforms built entirely on European technology.
The joint offering combines Scaleway’s sovereign cloud infrastructure, Ateme’s production-ready video technology and Qvest’s consultancy, systems integration and managed services expertise.
European broadcasters face increasing regulatory requirements and strategic pressure to reduce dependency on non-European cloud providers. The offering provides a ready-to-implement path that combines everything needed to build and operate a sovereign OTT platform, from ingest, encoding and packaging to content delivery, DRM, analytics and frontend integration.
Broadcasters can use it to launch new streaming services, migrate existing environments or rely on Qvest as a managed service partner.

The collaboration aligns with the European Union’s Cloud Sovereignty Framework (CSF) and its SEAL sovereignty model, which are becoming the reference grid for scoring sovereignty in public procurement.
